The Supreme Court is the state’s highest court and also serves as the constitutional court, responsible for reviewing the constitutionality of laws and regulations. It reviews court judgments through cassation proceedings. The Court has 19 justices who administer justice in one of three Chambers – the Civil Chamber, the Criminal Chamber, or the Administrative Law Chamber – and also serve by rotation in the Constitutional Review Chamber. The tasks of the Supreme Court include supervising the legality of lower court judgments, harmonising judicial practice, and developing procedural law. In addition to administering justice, the Court has other duties in the judiciary, such as selecting new judges and coordinating and managing technical support for the work of the self-governing bodies of the court system. The Supreme Court represents the Estonian judiciary in many international organisations, networks and multilateral meetings.
