ELI Expert at the Council of Europe CDCJ-ADMIN-AI Working Group Meeting

Prof Dr Jens-Peter Schneider participated in the final meeting of the Working Group of the Council of Europe European Committee on Legal Co-operation (CDCJ) on administrative law and artificial intelligence (CDCJ-ADMIN-AI), which took place from 28–29 September 2023 in Strasbourg.

The meeting aimed at finalising updates to the 'The Administration and You' handbook, on which the Working Group has been elaborating on over the last few months. The update seeks to amend comments concerning the Council of Europe’s substantive and procedural principles on good administration, with a view to addressing the challenges and opportunities caused by the introduction of algorithmic decision-making systems by public authorities, especially if they are based on AI technologies. Prof Dr Jens-Peter Schneider, Co-Reporter of the ELI Model Rules on Impact Assessment of Algorithmic Decision-Making Systems Used by Public Administration, contributed to the discussions of all substantive and procedural principles covered by the handbook. He was especially responsible for drafting amendments to the comments concerning Principles 8 (Access), 9 (Participation), 10 (Right to be Heard) and 11 (Representation and Assistance).
